This is part of a statutory consultation process that the Transforming Lives Educational Trust (which runs Ashlawn School) is managing in partnership with Warwickshire County Council.
RATIONALE
Across the UK, there has been a significant rise in the number of children and young people identified with Special Educational Needs and Disabilities (SEND) over recent years, highlighting an increasingly urgent need for expanded resources, tailored support, and inclusive provision to ensure every child can thrive.
The Department for Education’s White Paper in England ‘Every Child Achieving and Thriving’ (2026), emphasises the Government’s commitment to inclusion including greater support for pupils in mainstream settings.
Alongside this, in order to meet forecast demand and build on the local offer of specialist provision, Warwickshire County Council has been developing Specialist Resourced Provision (SRP) across the county so that pupils, who are able to access a mainstream curriculum, can have their needs met and benefit from being located within a mainstream school environment.
The local authority has identified a need to expand SRP’s across the county, including in the Rugby area, that offers a bridge between mainstream and specialist provision. These are based in local schools and support children who are not coping with mainstream classes.
THE PROPOSAL
The Specialist Resourced Provision at Ashlawn School would provide a 45-place Communication and Interaction (C&I) Specialist Resourced Provision (SRP).
This provision would support students from across Rugby and the surrounding areas, including those with autistic spectrum conditions (ASC) and speech, language and communication needs (SLCN).
Nine student places would be available per year group cohort, starting with a Year 7 intake in year one in September 2026, growing year-on-year until achieving full capacity in each year group up to Year 11 in 2031.
Details of the proposal:
- The specialist resourced provision would be at the heart of the school, with inclusion in the Ashlawn community at the centre of the approach.
- This provision would be based in an area of the school specially designed to support the needs of students. This includes a separate entrance, teaching, social and sensory spaces.
- Specialist teachers and support staff would be trained to support the children and young people’s emotional wellbeing and self-regulation, their social and communication needs and their academic progress.
- The SRP team would work closely in partnership with the school’s SEND Hub, to enable close working practices and additional support.
- Pupils would experience provision appropriate to their needs as outlined in their EHCP.
- As pupils in the SRP gain confidence and independence, the aim is that they will spend an increasing amount of time in mainstream lessons, alongside their peers and with access to Level 2 qualifications in subjects which will support further progression.
- Level 2 autism training would be provided for all school staff, with autism awareness training provided for volunteer pupils across the school, as well as training of Post-16 pupils as part of ‘Pay it Forward’ to support pupils in a variety of ways within the provision.
Admissions would follow a different procedure to that operating the rest of the school and would be authorised via the Warwickshire County Council High Needs Provision Panel.
The establishment of the Specialist Resourced Provision would not impact on the school’s current mainstream intake from Year to Year 11 or the Sixth Form.
